Attendance of Non-Resident Students

Students residing outside the boundaries of the school system may attend schools within the school system under the following conditions:

  1. They must be approved annually by the Director of Schools.'
  2. They must pay a tuition fee established annually by the Board. Tuition may not exceed per student, per annum, an amount equal to the amount of funds actually used for school purposes by the school system per student during the preceding school year minus any funds received from the State or from the student's resident system.2
  3. Non-resident students must make application at least two (2) weeks prior to the first day of school. After two (2) weeks prior to the beginning of school and thereafter during the remainder of the school year, students wishing to transfer into the system must also have the approval of the sending system.1
  4. Non-resident students will at no time have priority over students residing in the Alcoa City School District. Upon the first time admission or the readmission of a non-resident student, parents and/or guardians are to be notified in writing that the admission is contingent upon attendance records, discipline records, academic records, enrollment/program availability, completeness of medical records.
  5. Students who become residents of the School System or withdraw from the School System will be refunded any unused full month(s) of the tuition which has been paid. Any tuition student who enrolls during the school year will be charged the month enrolled plus all remaining months for the year.
  6. When payment is not made on all or any part of the required tuition for a previous year, the student(s) shall be excluded from future attendance until all prior and current tuition is paid.
  7. If a parent of a student teaches outside the school system of the parent's residency, the student shall be allowed to attend such school system provided that the appropriate tuition requirements are met. Children of Alcoa City employees will be charged one-half of the non-resident tuition.
  8. In accordance with all State and Federal acts regarding homelessness, a member of the supervisory staff will serve as liaison to the homeless community. The liaison shall be responsible for administration of all laws and regulations regarding homeless students who are subject to the Tennessee Compulsory Attendance Laws and for supervising homeless student programs funded through State and/or Federal grants. The liaison shall ensure that homeless children and youth enroll in and are give every opportunity for success in school, and that such children and youth and their families receive the educational services for which they are eligible.
